The North Carolina Community Alternatives Program for Disabled Adults (CAP/DA) §1915(c) Home and Community-Based Services (HCBS) will expire Oct. 31, 2024. North Carolina is seeking to renew its waiver for another five years to ensure continuous access to the program’s services.
The CAP/DA waiver is a statewide program that offers services to physically disabled adults and individuals over 65 who meet a nursing facility level of care. The program offers 18 home and community-based services to a total of 11,648 recipients. Program enrollees must have a need for at least one of the 18 available home and community-based services to remain in or return to a community setting.
Opportunities for Public Comment
North Carolina invites public comments on the renewal of the CAP/DA 1915(c) Home and Community-Based Service Waiver from Nov. 20 through Dec. 31, 2023. To ensure consideration prior to the submission of the renewal request, comments must be received by 8 p.m. Dec. 31, 2023.
All comments are welcome; however, comments are requested on the service options, usage limits, recommendations for additional home and community-based services and case coordination.

An Information session will be held Jan. 23, 2024, at 10 a.m., to roll out the project plan for the renewal of the CAP/DA waiver. The session will include an overview of:
- The CAP/DA waiver.
- Public comments received during the public comment period.
- The project plan includes the dates and times of each engagement session, how to join work session and discussion groups and suggested changes to the waiver application.
